Job description
The purpose of the SO Building Manager role is to act as deputy to the G7 Head of Estates (HOE) and provide safeguards on their behalf for the following:
HMRC's health & safety – by ensuring compliance with legal and departmental standards in the areas of fire safety and building related health and safety.
Security – to monitor and assure all building related security matters in line with departmental standards Business continuity – working on behalf of the Grade 7 HOE to help lead the Command & Control Team in the event of a BCP incident;
Sustainable development- to foster a pro-active approach to building related environmental issues
Act as coordinator and representative on behalf of all business units in the building and co-ordinate all corporate business activities as required by the Businesses on site.
As our Building Manager you will be responsible for, but not limited to:
Provide G7 Head of Estates with assurance of Health & Safety and Business Continuity Plans
Ensure BCP plans within the Government Hub are correctly exercised and action arising taken forward.
Assurance that a fire safety plan is in place and that the building fire safety and emergency procedures fulfil departmental and legal requirements
Membership of appropriate local H&S Committee
Work with H&S Manager in the team to monitor and ensure all unresolved building related risks are escalated appropriately
Line of Business (LOB) Single Point Of Contact (SPOC)
Act as interim Command & Control Team leader on behalf of the Grade 7 Lead for business continuity incidents, taking control until Grade 7 Lead is able to attend.
Deal with any requirements under Industrial Action – reporting, H & S cover etc.
Actively promote, encourage and support the pursuit of HMRC’s sustainable development targets and initiatives.
Broker contacts with specific business areas to support any tasks required
Membership of appropriate local House Committee
Take responsibility for day-to-day resolution of any building related security issues in conjunction with the building Security Manager, including changes to the threat alert status and associated tasks. Using the security incident reporting tool to monitor trends in building related issues, taking any necessary control steps to mitigate those trends
Monitor customer activity and develop an understanding of customer issues, resolving or escalating where appropriate.
Be proactive in holding meetings with high profile customers to facilitate real-time working and customer engagement.
Provide advice, guidance and support to team members on specific issues arising from customer insight.
Support the G7 Lead on more complex issues and motivate staff by instilling professional integrity and high professional customer services standards, by encouraging the broadening and deepening of customer knowledge.

Person Specification
Essential Criteria
To be successful in this position the post holder must have:
• Significant proven experience of building management, health and safety and business continuity (pre or post qualification) within a property profession/facilities management discipline.
Essential Qualifications:
You will need to hold a Chartered Management Institute Level 5 qualification. If you do not hold this qualification it is essential that you are willing to work towards achieving it within 24 months once in post.
There is a possibility that SC level security clearance may be required in the future for this position.

Working Pattern
To achieve our Customer Service ambitions the successful candidate for this vacancy will be expected to work full-time, in a flexible way. This would see staff routinely working Mon-Fri but allow flexibility for evening work up to 8pm and occasional Saturday work in line with business need.
Due to operational needs, these posts are full-time however applicants who need to work a more flexible arrangement are welcome to apply. We can’t guarantee that we can meet all requests to work flexibly, as agreement will be subject to business ability to accommodate, and any request to work a more flexible arrangement should be made prior to your acceptance of the provisional offer.
In addition to this, you will need to be available for out of hours ‘On Call’ as needed in order to respond to any incidents.
